Somali pirate says ransom reduced to $8 million

MOGADISHU, Somalia (AP) — A Somali pirate on a hijacked cargo ship transporting tanks reduced the ransom Tuesday to $8 million (euro5.87 million), but it was unclear if he was speaking officially for the bandits holding the Ukrainian vessel.
A man who identified himself as Jama Aden and spoke by satellite phone Tuesday is not the usual spokesman for the pirates. He answered the telephone of the spokesman, Sugule Ali, and said Ali was not immediately available.
"There are high hopes we will release the ship within hours if they pay us $8 million," Aden told The Associated Press. "The negotiations with the ship owners are going on well."
The pirates originally demanded $20 million (euro14.67 million).
Aden said a small boat was resupplying the vessel with food and qat, a narcotic leaf popular in Somalia. "The crew is doing well," he added.
Six U.S. warships are surrounding the Faina, which was hijacked late last month with 21 crew on board. Officials in Moscow say the ship's Russian captain died of a heart condition soon after the hijacking nearly two weeks ago.
A Russian frigate also is headed toward the standoff. The U.S. Navy warships have been tracking the ship amid fears its weapons might fall into the hands of al-Qaida-linked insurgents in Somalia.
The Faina's hijacking, the most high-profile this year, illustrates the ability of a handful of pirates from a failed state to menace a key international shipping lane despite the deployment of warships by global powers. More than two dozen ships have been hijacked off Somalia's coast this year.
Somalia's government has given foreign powers the freedom to use force against the pirates, raising the stakes significantly. Russia, whose warship is not expected for several days, has used commando tactics to end several hostage situations on its own soil, but hundreds of hostages have died in those efforts.
Somalia, a nation of around 8 million people, has not had a functioning government since warlords overthrew a dictator in 1991 and then turned on each other. A quarter of Somali children die before age 5 and nearly every public institution has collapsed. Fighting is a daily occurrence, with violent deaths reported nearly every day.
Islamic militants with ties to al-Qaida have been battling the government and its Ethiopian allies since their combined forces pushed the Islamists from the capital in December 2006. Within weeks of being driven out, the Islamists launched an insurgency that has killed thousands of civilians.
Foreign Affairs Minister Ali Ahmed Jama said the government wants world powers to coordinate their approach to Somalia's insecurity.
It is not an issue "that is going to go away. There are a number of dimensions, whether it is pirates, whether it is humanitarian issues, whether it is counterterrorism," Jama said at a news conference in Kenya's capital.

NAIROBI, Kenya — The Somali pirates who hijacked a Ukrainian freighter loaded with tanks, artillery, grenade launchers and ammunition said in an interview on Tuesday that they had no idea the ship was carrying arms when they seized it on the high seas.
“We just saw a big ship,” the pirates’ spokesman, Sugule Ali, said in a telephone interview. “So we stopped it.”


The pirates quickly learned, though, that their booty was an estimated $30 million worth of heavy weaponry, heading for Kenya or Sudan, depending on whom you ask.


In a 45-minute interview, Mr. Sugule spoke on everything from what the pirates wanted (“just money”) to why they were doing this (“to stop illegal fishing and dumping in our waters”) to what they had to eat on board (rice, meat, bread, spaghetti, “you know, normal human-being food”).

He said that so far, in the eyes of the world, the pirates had been misunderstood. “We don’t consider ourselves sea bandits,” he said. “We consider sea bandits those who illegally fish in our seas and dump waste in our seas and carry weapons in our seas. We are simply patrolling our seas. Think of us like a coast guard.”


The pirates who answered the phone call on Tuesday morning said they were speaking by satellite phone from the bridge of the Faina, the Ukrainian cargo ship that was hijacked about 200 miles off the coast of Somalia on Thursday. Several pirates talked but said that only Mr. Sugule was authorized to be quoted. Mr. Sugule acknowledged that they were now surrounded by American warships, but he did not sound afraid. “You only die once,” Mr. Sugule said.
He said that all was peaceful on the ship, despite unconfirmed reports from maritime organizations in Kenya that three pirates were killed in a shootout among themselves on Sunday or Monday night.


He insisted that the pirates were not interested in the weapons and had no plans to sell them to Islamist insurgents battling Somalia’s weak transitional government. “Somalia has suffered from many years of destruction because of all these weapons,” he said. “We don’t want that suffering and chaos to continue. We are not going to offload the weapons. We just want the money.”


He said the pirates were asking for $20 million in cash; “we don’t use any other system than cash.” But he added that they were willing to bargain. “That’s deal-making,” he explained.
Piracy in Somalia is a highly organized, lucrative, ransom-driven business. Just this year, pirates hijacked more than 25 ships, and in many cases, they were paid million-dollar ransoms to release them. The juicy payoffs have attracted gunmen from across Somalia, and the pirates are thought to number in the thousands.


The piracy industry started about 10 to 15 years ago, Somali officials said, as a response to illegal fishing. Somalia’s central government imploded in 1991, casting the country into chaos. With no patrols along the shoreline, Somalia’s tuna-rich waters were soon plundered by commercial fishing fleets from around the world. Somali fishermen armed themselves and turned into vigilantes by confronting illegal fishing boats and demanding that they pay a tax.


“From there, they got greedy,” said Mohamed Osman Aden, a Somali diplomat in Kenya. “They starting attacking everyone.”


By the early 2000s, many of the fishermen had traded in their nets for machine guns and were hijacking any vessel they could catch: sailboat, oil tanker, United Nations-chartered food ship.


“It’s true that the pirates started to defend the fishing business,” Mr. Mohamed said. “And illegal fishing is a real problem for us. But this does not justify these boys to now act like guardians. They are criminals. The world must help us crack down on them.”


The United States and several European countries, in particular France, have been talking about ways to patrol the waters together. The United Nations is even considering something like a maritime peacekeeping force. Because of all the hijackings, the waters off Somalia’s coast are considered the most dangerous shipping lanes in the world.


On Tuesday, several American warships — around five, according to one Western diplomat — had the hijacked freighter cornered along the craggy Somali coastline. The American ships allowed the pirates to bring food and water on board, but not to take weapons off. A Russian frigate is also on its way to the area.


Lt. Nathan Christensen, a Navy spokesman, said on Tuesday that he had heard the unconfirmed reports about the pirate-on-pirate shootout, but that the Navy had no more information. “To be honest, we’re not seeing a whole lot of activity” on the ship, he said.


In Washington, Geoff Morrell, the Pentagon press secretary, declined to discuss any possible American military operations to capture the ship.


“Our concern is right now making sure that there’s a peaceful resolution to this, that this cargo does not end up in the hands of anyone who would use it in a way that would be destabilizing to the region,” Mr. Morrell told reporters at the Pentagon. He said the United States government was not involved in any negotiations with the pirates. He also said he had no information about reports that the pirates had exchanged gunfire among themselves.


Kenyan officials continued to maintain that the weapons aboard were part of a legitimate arms deal for the Kenyan military, even though several Western diplomats, Somali officials and the pirates themselves said the arms were part of a secret deal to funnel weapons to southern Sudan.


Somali officials are urging the Western navies to storm the ship and arrest the pirates because they say that paying ransoms only fuels the problem. Western diplomats, however, have said that such a commando operation would be very difficult because the ship is full of explosives and the pirates could use the 20 crew members as human shields.


Mr. Sugule said his men were treating the crew members well. (The pirates would not let the crew members speak on the phone, saying it was against their rules.) “Killing is not in our plans,” he said. “We only want money so we can protect ourselves from hunger.”

When asked why the pirates needed $20 million to protect themselves from hunger, Mr. Sugule laughed and said, “Because we have a lot of men.”

The First Barbary War (1801–1805), also known as the Barbary Coast War or the Tripolitan War, was the first of two wars fought between the United States of America (briefly joined by a small Swedish fleet) and the North African states known collectively as the Barbary States. These were the independent Sultanate of Morocco, and the three Regencies of Algiers, Tunis, and Tripoli, which were quasi-independent entities nominally belonging to the Ottoman Empire.
However, by 1783 America became solely responsible for the safety of its own commerce and citizens with the end of the Revolution. Without the means or the authority to field a naval force necessary to protect their ships in the Mediterranean, the nascent U.S. government took a pragmatic, but ultimately self-destructive route. In 1784, the United States Congress allocated money for payment of tribute to the Barbary pirates and instructed her British and French ambassadors (John Adams and Thomas Jefferson, respectively) to look for opportunities to negotiate peace treaties with the Barbary nations. Unfortunately, the price demanded for these treaties far exceeded the amount that Congress had budgeted.
In 1786, Thomas Jefferson and John Adams went to negotiate with Tripoli's envoy to London, Ambassador Sidi Haji Abdrahaman or (Sidi Haji Abdul Rahman Adja). Upon inquiring "concerning the ground of the pretensions to make war upon nations who had done them no injury", the ambassador replied:
It was written in their Koran, that all nations which had not acknowledged the Prophet were sinners, whom it was the right and duty of the faithful to plunder and enslave; and that every mussulman who was slain in this warfare was sure to go to paradise. He said, also, that the man who was the first to board a vessel had one slave over and above his share, and that when they sprang to the deck of an enemy's ship, every sailor held a dagger in each hand and a third in his mouth; which usually struck such terror into the foe that they cried out for quarter at once. Jefferson reported the conversation to Secretary of State John Jay, who submitted the Ambassador's comments and offer to Congress. Jefferson argued that paying tribute would encourage more attacks. Although John Adams agreed with Jefferson, he believed that circumstances forced the U.S. to pay tribute until an adequate navy could be built. The U.S. had just fought an exhausting war, which put the nation deep in debt. Federalist and anti-federalist forces argued over the needs of the country and the burden of taxation. Jefferson's own Democratic-Republicans and anti-navalists believed that the future of the country lay in westward expansion, with Atlantic trade threatening to siphon money and energy away from the new nation on useless wars in the Old World.[4] The U.S. paid Algiers the ransom, and continued to pay up to $1 million per year over the next 15 years for the safe passage of American ships or the return of American hostages. Payments in ransom and tribute to the privateering states amounted to 20 percent of United States government annual revenues in 1800.
Jefferson continued to argue for cessation of the tribute, with rising support from George Washington and others. With the recommissioning of the American navy in 1794 and the resulting increased firepower on the seas, it became more and more possible for America to say "no", although by now the long-standing habit of tribute was hard to overturn.
In October 1803, Tripoli's fleet was able to capture USS Philadelphia intact after the frigate ran aground while patrolling Tripoli harbor. Efforts by the Americans to float the ship while under fire from shore batteries and Tripolitan naval units were unsuccessful. The ship, its captain, William Bainbridge, and all officers and crew were taken ashore and held as hostages. The Philadelphia was turned against the Americans and anchored in the harbor as a gun battery.
On the night of February 16, 1804, Lieutenant Stephen Decatur, Jr. led a small contingent of the U.S.'s first marines in the captured Tripolitan ketch rechristened USS Intrepid, to deceive the guards on board the Philadelphia and float close enough to board the captured ship. Decatur's men stormed the vessel and decimated the Tripolitan sailors standing guard. With support from American ships, the Marines set fire to the Philadelphia, denying her use to the enemy, and captured the city. This action was memorialized in the Marine Hymn — "the shores of Tripoli" — and announced to the world that American forces, though arguably not to the degree of the British or the French, should too be recognized as capable of shaping the world. Subsequently the bravery in action of Lieutenant Stephen Decatur, Jr. made him one of the first American military heroes since the Revolutionary War.
Preble attacked Tripoli outright on July 14, 1804 in a series of inconclusive battles, including a courageous but unsuccessful attack by the fire ship USS Intrepid under Captain Richard Somers. Intrepid, packed with explosives, was to enter Tripoli harbor and destroy itself and the enemy fleet; it was destroyed, perhaps by enemy guns, before achieving that goal, killing Somers and his crew.
The turning point in the war came with the Battle of Derna (April-May 1805). Ex-consul William Eaton, who went by the rank of general, and US Marine First Lieutenant Presley O'Bannon led a mixed force of 500 United States Marines and Greek, Arab and Berber mercenaries on a remarkable overland march across the desert from Alexandria, Egypt to assault the Tripolitan city of Derna.

In agreeing to pay a ransom of sixty thousand dollars for the American prisoners, the Jefferson administration drew a distinction between paying tribute and paying ransom.
FD: I bet $8 Million today is about $60,000 then...maybe this a fair price for the return of the ship, adjusted for inflation, etc.
At the time, some argued that buying sailors out of slavery was a fair exchange to end the war. William Eaton, however, remained bitter for the rest of his life about the treaty, feeling that his efforts had been squandered by the State Department diplomat Tobias Lear. Eaton and others felt that the capture of Derna should have been used as a bargaining chip to obtain the release of all American prisoners without having to pay ransom. Furthermore, Eaton believed the honour of the United States had been compromised when it abandoned Hamet Karamanli after promising to restore him as leader of Tripoli. Eaton's complaints generally fell on deaf ears, especially as attention turned to the strained international relations which would ultimately lead to the War of 1812.

The First Barbary War was beneficial to the military reputation of the United States. America's military command and war mechanism had been up to that time relatively untested. The First Barbary War showed that America could execute a war far from home, and that American forces had the cohesion to fight together as Americans rather than Georgians or New Yorkers. The United States Navy and Marines became a permanent part of the American government and the American mythos, and Decatur returned to the U.S. as its first post-Revolutionary war hero.
However, the more immediate problem of Barbary piracy was not fully settled. By 1807, Algiers had gone back to taking American ships and seamen hostage. Distracted by the preludes to the War of 1812, the U.S. was unable to respond to the provocation until 1815, with the Second Barbary War.
